Silva, a letter was, in accordance with Article 84 of the Regulations, written to the latter informing him of the grounds of complaint against him, and requesting him to furnish a statement of the grounds upon which he relied to exculpate himself.
Mr Silva's explanations, particularly upon two of the charges, did not appear to me satisfactory, and accordingly, having previously submitted his explanatory letter to the Attorney General, I caused Mr. Silva to be summoned before the Executive Council.
